BEIJING (special crosspondent) – The Embassy of Pakistan in Beijing hosted a Technical and Vocational Education and Training (TVET) Symposium focused on Pharmaceuticals, Healthcare, and Biotechnology on Wednesday. The event convened government officials, vocational education experts, and representatives from leading Chinese institutions with the aim of fostering skills development, industrial collaboration, and investment between Pakistan and China.

Building Partnerships for Skills Development, Industry Integration and Investment Facilitation

Under the theme “Building Partnerships for Skills Development, Industry Integration and Investment Facilitation,” the symposium served as a crucial preparatory event for the forthcoming Pakistan–China B2B Investment Conference. This larger conference is scheduled to take place in Karachi from July 17 to 19, focusing specifically on the pharmaceuticals, healthcare, and biotechnology sectors.

Pakistan’s Demographic Advantage and China’s Model

Pakistan’s Ambassador to China, Khalil Hashmi, inaugurated the event, highlighting its significance as a step forward in the Pakistan–China TVET Initiative. He emphasized the initiative’s new phase, which integrates vocational education with investment promotion. Ambassador Hashmi pointed to Pakistan’s youthful demographic, with over 60 percent of its population under 30, as a substantial asset for cultivating a skilled workforce capable of supporting its growing pharmaceutical, healthcare, and biotechnology industries. He described this demographic advantage, within a population exceeding 240 million, as a potential catalyst for transforming Pakistan into a regional hub for manufacturing and innovation. He also acknowledged China’s significant achievements in vocational education and industrial development as an important model for Pakistan to emulate.

Integrating TVET into Investment and CPEC Framework

The ambassador further elaborated that the initiative aims to encourage prominent Chinese vocational institutions and enterprises to participate in the Karachi investment conference. Concurrently, it seeks to promote industry-led training, apprenticeships, workforce development, and the establishment of long-term institutional partnerships. The programme will adopt a dual approach: integrating Chinese TVET institutions into the main B2B Investment Conference and organizing a separate TVET Partnership Forum on its sidelines. This strategy is designed to enhance cooperation in vocational education, human resource development, and investment facilitation, aligning with Phase II of the China-Pakistan Economic Corridor (CPEC).

Government Commitment and Vision for a Knowledge-Based Economy

Federal Minister for Planning, Development and Special Initiatives, Prof. Ahsan Iqbal, addressed the symposium via video link, reaffirming the strong Pakistan-China strategic partnership. He underscored the government’s commitment to the ‘Uraan Pakistan’ vision, which prioritizes building a competitive, knowledge-based economy through demand-driven skills development. Minister Iqbal stressed the importance of forging institutional linkages, developing joint training programmes, fostering university-industry collaboration, facilitating faculty and student exchanges, establishing certification initiatives, and creating Pakistan-China Centres of Excellence to equip the workforce for future industry demands.

Call for Practical Collaboration and Centres of Excellence

In a recorded message, the Chairperson of the National Vocational and Technical Training Commission (NAVTTC), Gulmina Bilal Ahmad, advocated for practical, results-oriented collaboration between Pakistani and Chinese institutions. She highlighted the necessity of train-the-trainer programmes, faculty exchanges, scholarships, joint certification pathways, enterprise-supported training initiatives, and the establishment of sector-specific centres of excellence. Ms. Ahmad also expressed appreciation for the Embassy of Pakistan in Beijing’s efforts in bringing together policymakers, investors, industry leaders, and vocational institutions to strengthen bilateral cooperation.

China’s Experience and Future Opportunities

Zhang Junhua, Section Chief of the Department of Vocational Capacity Building at China’s Ministry of Human Resources and Social Security, delivered the keynote address. She shared insights into China’s experience in cultivating a highly skilled workforce for its pharmaceutical and healthcare sectors. Ms. Zhang announced that her ministry had identified five leading Chinese technical institutions specializing in pharmaceutical and healthcare education to explore potential partnerships with their Pakistani counterparts. Reaffirming China’s dedication to expanding bilateral cooperation, she stated that joint skills training programmes, institutional exchanges, and resource sharing would mutually benefit both nations. Ms. Zhang extended an invitation to the Pakistani delegation to participate in the 48th WorldSkills Competition, scheduled to be held in Shanghai from September 22 to 27, 2026.

The symposium included presentations from prominent Chinese TVET institutions, followed by interactive discussions focused on enhancing collaboration in vocational education, workforce development, applied research, and industry engagement. Ambassador Khalil Hashmi concluded the event by thanking Prof. Ahsan Iqbal, Gulmina Bilal Ahmad, Zhang Junhua, and the participating Chinese institutions for their support and active participation. He expressed strong confidence that the symposium would lead to tangible partnerships and investment opportunities, further solidifying Pakistan-China cooperation in skills development, industrial modernization, and the vital pharmaceutical, healthcare, and biotechnology sectors.
