GAZA/CAIRO (special crosspondent) – In a significant political development, Hamas has announced the dissolution of its civilian governing administration in the Gaza Strip, establishing a non-partisan technocratic committee to oversee civilian affairs. This move is intended to facilitate ongoing ceasefire and post-war reconstruction efforts.

Civil Administration to Be Run by Independent Experts

The decision marks one of the most substantial political shifts in Gaza since Hamas assumed control of the territory in 2007. Hamas officials have confirmed the dissolution of its Government Administrative Committee and the transfer of civilian governance responsibilities to a newly formed entity, the National Committee for the Administration of Gaza (NCAG).

The NCAG is anticipated to comprise independent professionals, including economists, engineers, doctors, legal experts, and senior civil servants, rather than political appointees. Its mandate will encompass managing government institutions, restoring essential public services, coordinating humanitarian aid, and supervising reconstruction projects across the Gaza Strip, which has sustained extensive damage.

Hamas has also affirmed that existing civil servants will continue their roles under the guidance of the new administrative body.

Hamas: Decision Taken for the Palestinian People

Hamas spokesperson Hazem Qassem stated that the decision was made in the best interest of the Palestinian people, aiming to expedite Gaza’s reconstruction following months of intense conflict. He emphasised Hamas’ readiness to cooperate in the transfer of civilian authority to facilitate humanitarian assistance and create conditions conducive to rebuilding the territory’s damaged infrastructure.

A Major Political Shift

Hamas has been responsible for Gaza’s civilian administration since 2007, having taken power from the rival Fatah movement. While the Palestinian Authority continued to govern parts of the occupied West Bank, Hamas managed Gaza’s civilian institutions for nearly two decades. This latest decision represents a significant alteration to Gaza’s governance structure, with Hamas specifying that the change pertains solely to civilian administration.

Security Issue Still Unresolved

Despite relinquishing civilian governance, Hamas’ armed wing remains a central point of contention in ongoing negotiations. International mediators have put forward proposals for restructuring Gaza’s internal security forces under civilian oversight and placing heavy weaponry under an internationally supervised mechanism. However, Hamas maintains that discussions regarding its military capabilities can only commence after a complete Israeli withdrawal from the Gaza Strip.

Reconstruction Efforts May Accelerate

Political analysts suggest that the establishment of a technocratic administration could potentially unlock international reconstruction funding, improve the distribution of humanitarian aid, and facilitate the restoration of vital public services. Nevertheless, they caution that the initiative’s success will hinge on the durability of the ceasefire, the progression of negotiations between the involved parties, and the establishment of long-term security arrangements.

While Hamas’ decision to cede civilian governance is being recognised as a potentially historic turning point, observers note that achieving lasting stability in Gaza will necessitate a comprehensive political settlement that includes all key stakeholders.
