ISLAMABAD (special crosspondent) – The Ministry of Human Rights has officially launched the National Action Plan on Human Rights (NAP-HR) 2026, a comprehensive framework designed to reinforce the Government of Pakistan’s commitment to the protection and promotion of human rights nationwide. Developed through a strategic partnership between the Ministry and the European Union (EU) Huqooq-e-Pakistan II Project, the initiative serves as a pivotal roadmap for national policy.

Official Launch Ceremony and Stakeholder Participation

The unveiling ceremony was attended by a broad spectrum of dignitaries, including Barrister Aqeel Malik, Minister of State for Law and Justice; Barrister Daniyal Chaudhry, Parliamentary Secretary for Information and Broadcasting; along with diplomats, parliamentarians, senior officials, and members of civil society. The event underscored the government’s resolve to address existing implementation gaps and tackle emerging challenges by building upon the foundations of previous policy frameworks.

Government Vision for Rights Protection

Barrister Aqeel Malik highlighted the importance of this milestone, noting that the NAP-HR 2026 is intended to translate constitutional mandates into tangible, measurable outcomes. He emphasized the government’s dual focus on fulfilling international obligations and prioritizing domestic human rights standards. As Prime Minister Shehbaz Sharif has often emphasized, fostering institutional integrity remains central to the state’s governance agenda.

Thematic Scope and Strategic Objectives

Secretary of the Ministry of Human Rights, Abdul Khalique Shaikh, outlined the structural depth of the document. The NAP-HR 2026, developed with support from UNDP Pakistan, encompasses six distinct thematic areas and 86 actionable points. These priorities range from legal and policy reforms to the protection of vulnerable communities. Notably, the plan addresses contemporary issues such as digital rights, prisoners’ welfare, and the intersection of human rights with climate change, echoing the need for scientific innovation in policy-making to meet modern challenges.

International Support and Future Implementation

H.E. Philipp-Oliver Gross, Chargé d’Affaires of the European Union Delegation to Pakistan, stated that the plan is deeply connected to the EU’s ongoing cooperation with Pakistan, particularly under the GSP+ framework. He noted that the plan provides the necessary mechanisms for accountability and effective monitoring. Dr. Samuel Rizk, Resident Representative of UNDP Pakistan, echoed this sentiment, pledging continued support to ensure the roadmap creates meaningful improvements in citizens’ lives. This collaborative effort aligns with broader national efforts to improve strategic economic and social reforms that secure a stable future for the country.
