Saudi Arabia Approves New Real Estate Ownership Law for Foreigners

JEDDAH (special crosspondent) – Saudi Arabia’s Council of Ministers has approved the Executive Regulation of the Law of Real Estate Ownership by Non-Saudis, a significant move that enables foreign individuals and companies to own various property types within the Kingdom under a new legal framework. The landmark decision was made during a Cabinet session chaired by Custodian of the Two Holy Mosques King Salman bin Abdulaziz in Jeddah. The approved regulation also delineates the specific geographic areas where non-Saudi real estate ownership will be permitted.
This development follows the commencement of the law in January 2026, after its official publication in the Gazette in July 2025 and the completion of all requisite legal procedures. The legislation explicitly permits non-Saudis, encompassing both foreign individuals and corporations, to acquire ownership of residential, commercial, agricultural, and industrial properties. This is contingent upon obtaining approval from the pertinent authorities and adhering strictly to the stipulations within the Executive Regulation endorsed by the Cabinet.
Furthermore, foreign companies licensed to operate within Saudi Arabia are now empowered to own real estate essential for their operational activities. This includes facilities such as offices, factories, warehouses, logistics centers, and other vital business assets, provided they hold the necessary official licenses.
Economic analysts suggest that this reform is a pivotal step in enhancing Saudi Arabia’s investment landscape and advancing the objectives of Vision 2030, which aims to diversify the economy and attract substantial foreign direct investment. He also affirmed the Kingdom’s continued commitment to addressing humanitarian needs and providing aid to individuals affected by crises worldwide.
