SHAMAKHI, Azerbaijan (special crosspondent) – Federal Minister for Climate Change and Environmental Coordination Dr. Musaddiq Malik has officially reaffirmed Pakistan’s unwavering commitment to advancing constructive global climate diplomacy and reinforcing international partnerships to address the escalating challenges of climate change.

Preparation for COP31

Representing the nation, the minister participated in the Heads of Delegations Retreat held in Shamakhi, Azerbaijan. This strategic gathering served as a preparatory forum for the upcoming 31st United Nations Climate Change Conference (COP31). Delegates from participating nations engaged in comprehensive discussions regarding the core priorities, agenda items, and critical issues expected to dominate the conference, which is slated to be held in Antalya, Türkiye, in November 2026.

Bilateral Diplomatic Engagements

On the sidelines of the retreat, Dr. Musaddiq Malik conducted a series of high-level bilateral meetings to deepen regional and global cooperation. He held discussions with Azerbaijan’s Deputy Foreign Minister Yalchin Rafiyev, Türkiye’s Deputy Minister for Environment, Urbanization and Climate Change Fatma Varank, and Kenya’s Cabinet Secretary for Environment, Climate Change and Forestry Dr. Deborah M. Barasa. These meetings underscore Pakistan’s proactive stance in enhancing regional scientific cooperation and environmental policy alignment.

Environmental Cooperation and Wildlife Conservation

In talks with the Kenyan delegation, Dr. Musaddiq Malik focused on developing a renewed vision for the Margalla Hills National Park and the revitalization of the Islamabad Wildlife Management Board. Both nations explored the potential for adopting the successful management model of the Nairobi National Park. Consequently, the parties agreed to advance a Memorandum of Understanding (MoU) centered on institutional cooperation in wildlife conservation, the management of protected areas, and the exchange of global best practices. These efforts align with broader national initiatives, such as those seen in recent infrastructure and development projects that prioritize sustainable growth.

Strengthening Strategic Partnerships

During his meeting with Azerbaijan’s Deputy Foreign Minister, the minister evaluated the future trajectory of climate diplomacy and the essential priorities for the COP31 agenda. The two sides reaffirmed their commitment to mutual support on climate-related issues at international forums. Dr. Musaddiq Malik further conveyed the best wishes of Prime Minister Shehbaz Sharif to the President of Azerbaijan and the First Lady, a sentiment that was warmly reciprocated. Furthermore, in his discussions with Türkiye’s Deputy Minister for Environment, Urbanization and Climate Change Fatma Varank, Dr. Malik explored avenues to expand the bilateral partnership between Pakistan and Türkiye to accelerate climate action, echoing the collaborative spirit found in other strategic international agreements signed by the government.
