Federal Cabinet Approves Emergency and Governor’s Rule in Khyber Pakhtunkhwa

*ISLAMABAD, October 11, 2026:* The federal cabinet has approved the imposition of emergency and Governor’s Rule in Khyber Pakhtunkhwa, amid growing concerns over the province’s security situation, rising incidents of terrorism and administrative challenges.

Following the approval, Interior Minister Mohsin Naqvi has reportedly arrived at the Presidency with the summary, accompanied by Minister of State for Interior Talal Chaudhry. The next key step is the completion of the constitutional process and a formal announcement by the President.

Under the proposed measures, the government intends to invoke Article 232 of the Constitution for the imposition of an emergency and Article 234 for measures relating to the breakdown of the constitutional machinery in the province. The plan envisages transferring provincial administrative powers to Khyber Pakhtunkhwa Governor Faisal Karim Kundi.

The proposed plan also includes special emergency arrangements in 12 districts of Khyber Pakhtunkhwa. These reportedly comprise the eight merged tribal districts—Khyber, Kurram, Orakzai, Bajaur, Mohmand, North Waziristan, South Waziristan Upper and South Waziristan Lower—along with Dera Ismail Khan, Bannu, Lakki Marwat and Tank.

Security reports prepared by the police and intelligence agencies were also presented during the cabinet meeting. The reports reportedly highlighted terrorist incidents, threats to police and law enforcement personnel, drone attacks, and shortages of manpower and resources faced by security agencies.

Earlier, Prime Minister Shehbaz Sharif met President Asif Ali Zardari at the Presidency to discuss the overall political and security situation in the country. The situation in Khyber Pakhtunkhwa and possible constitutional options were also part of the government’s consultations.

Separate sessions of the National Assembly and the Senate have been summoned for October 13, where matters relating to the provincial situation and the proposed constitutional measures may come under discussion.
